Quality and Safety

At the Proton Center, we pay attention to providing high-quality health care, ensuring a safe and trustworthy environment for patients, as well as preventing possible risks associated with the provision of healthcare services.

We fulfil the requirements set by the legislation of the Czech Republic and, within the framework of ensuring a safe environment for patients and for the continuous improvement of the quality of care provided, we fulfil the Department’s safety goals. The individual safety objectives state the requirements, the fulfilment of which reduces the risks for patients and increases the safety of the care provided.

Since November 2023, the Proton Center has been among the officially accredited healthcare facilities of the Czech Society for Accreditation in the Healthcare Industry. This organisation has been overseeing the safety and quality of services in Czech healthcare facilities for more than ten years.

Quality management system

The basic prerequisites for fulfilling the PTC strategy are an established and maintained quality management system, compliance with legislative requirements and, above all, an individual relationship with each patient.

In accordance with the principles that we consider decisive for our further development, we have established the following quality policy:

  • Healthcare provided at a high professional level
  • Properly treated and satisfied patients
  • Respecting the ethical rules of conduct and communication
  • Satisfied and motivated employees
  • Continuous education of employees aimed at further development and improvement of the quality of provided health care
  • A professional and open image of the company towards cooperating entities

To implement the quality policy, we have set specific goals that describe in what specific way we fulfil the statements made in the policy.

Quality objectives = strategic management areas

1. Objective: Patient satisfaction, awareness and confidence

  • Monitoring patient satisfaction with a focus on improving the quality of care (through evaluation of satisfaction questionnaires and patient feedback)
  • Patient awareness and education (updating materials for patients, filming educational videos for patients, filming informative and educational podcasts for the lay public, etc.)
  • PTC presentations (professional publications, active participation of doctors in congresses)
  • Education of the professional public (e.g. organisation of workshops for external doctors)

2. Objective: Improving the quality and expansion of the provided health services

  • Evaluating the results of external and internal audits, monitoring and evaluating adverse events (implementation of measures to correct non-conformities, implementation of recommendations, implementation of preventive measures)
  • Modernisation of workplace and instrumentation
  • Expanding the spectrum of provided health services

3. Objective: Accreditation – external evaluation of the quality and safety of the provided health services

  • An effective system for managing the quality of care provided (PTC accreditation according to Decree No. 102/2012 Coll.)

4. Objective: Economic stability

  • Stable cooperation with health insurance companies in the Czech Republic and Slovakia
  • Provision of health care to EU/EEA/Swiss citizens based on form E112/S2

5. Objective: Caring for employees and their motivation (satisfied staff as a prerequisite for a satisfied patient)

  • Support for employee education: increasing and deepening qualifications (comprehensive plan and system of sending employees to professional training courses, internships, participation in congresses, seminars)
  • Organisation of internal seminars for doctors
  • Certificates of quality

    In November 2023, the Proton Center was included among the officially accredited medical facilities in the Czech Republic.

    On 21 November 2023, the Czech Society for Accreditation in Healthcare Industry conducted an external assessment of the quality and safety of the healthcare services provided at PTC has proven that it meets the requirements for the quality and safety of health care provided and has received a certificate for 3 years.

    The subject of accreditation is the quality and safety management system of provided health services in accordance with Act No. 372/2011 Coll., and the Journal of the Ministry of Health of the Czech Republic, volume 13, year 2021 – for outpatient medical facilities.

    PTC has received certificates based on external clinical audits for health services that include medical radiation: for the proton therapy, nuclear medicine and radiodiagnostic departments.

     

  • Safe patient care

    Patient safety is a priority for us, therefore we strictly adhere to the official safety goals and standards for outpatient care providers according to the Bulletin of the Ministry of Health of the Czech Republic 13/2021:

    • Safety when using products with a higher level of risk
    • Implementation of optimal hand hygiene practices in the provision of health care
    • Resolving emergencies
    • Ensuring the safety of stored medicinal products
    • Establishing principles of proper communication with the patient
    • Office hours and availability
    • Monitoring and evaluation of adverse events and complaints
    • Ensuring the safe operation of instrumentation, sources of ionizing and non-ionizing radiation and meters
  • Patient satisfaction

    At the end of treatment, every patient who is treated at PTC receives a satisfaction questionnaire (printed or to be filled out electronically), where they can anonymously comment on the entire course of treatment and provide us with valuable feedback that serves to continuously improve the quality of care provided.

    Every year, we evaluate the questionnaires, discuss all suggestions and try to implement them. We then publish numerous thanks from patients anonymously on our intranet.

    The satisfaction questionnaire consists of 20 questions that focus on the following areas:

    • satisfaction with PTC staff (behaviour, communication, expertise) – receptionists, patient coordinators, doctors, radiology assistants
    • comprehensibility of information materials for patients: brochures for individual diagnoses, instructions for patients, informed consents
    • satisfaction with the overall organisation

    we are also interested in practical matters, e.g. patients commuting from far away or accommodation in Prague

  • Patient rights and obligations

    1. The patient has the right to the provision of healthcare services at the appropriate professional level, which is the provision of healthcare services according to the rules of science and accepted medical practices while respecting the individuality of the patient, taking into account the specific conditions and objective possibilities.

    2. In the provision of healthcare services, the patient is also entitled to the following:

    a) to respect, dignified treatment, to consideration and respect for privacy in the provision of healthcare services in accordance with the nature of the healthcare services provided,

    b) to be informed about their health state and the proposed individual treatment process and all of its changes in a comprehensible manner and to a sufficient extent (hereinafter referred to as “health information”),

    c) to ask additional questions relating to his or her health and proposed healthcare services, which must be clearly answered. In the case of a minor patient or a patient with limited legal capacity, the legal guardian or guardian of the patient has the right to be provided with health information and the right to ask questions, as does the patient, if he/she is appropriately rational and freely mature for such an act,

    d) to refuse to provide information about his / her state of health, or he / she can determine which person is to be provided the information. A record of refusing to provide health information and identifying the person to be provided with health information is part of the patient’s medical records,

    e) to expect all reports and records regarding his/her treatment to be treated as confidential. The protection of patient information must also be ensured in cases of computer processing,

    f) the presence of a statutory representative, or a person appointed by a legal representative, a foster parent or other person to whom the patient has been entrusted by a court or other authority, if he/she is a minor,

    g) the continuous presence of a guardian or a person appointed by a guardian if he/she is a person whose legal capacity is limited so that he/she is not competent to assess the provision of healthcare services or the consequences of their provision (hereinafter referred to as a “patient with limited legal capacity”

    h) the presence of a close relative or a person designated by the patient, in accordance with other legislation and internal rules, and if the presence of such persons does not disrupt the provision of healthcare services; this does not apply to persons in custody, imprisonment or security detention; this is without prejudice to Section 47 (1) b),

    i) to be informed in advance of the price of the provided healthcare services not covered or partially covered by the public health insurance and the method of their payment, if his/her state of health permits it,

    j) to know the name or names and surnames of healthcare professionals and other professionals directly involved in the provision of healthcare services and persons preparing at the healthcare provider for the performance of the medical profession who are present in the provision of healthcare services or carry out activities that are part of instruction,

    k) to refuse the presence of persons not directly involved in the provision of healthcare services,

    l) to the provision of healthcare services in the least restrictive environment while ensuring the quality and safety of the healthcare services provided.

    m) to be familiar with the internal rules of the medical facility.

    3. A patient with a sensory impairment or with severe communication problems caused by medical reasons has the right to communicate during communication related to the provision of healthcare services in a way that is understandable for him/her and by the means of communication they choose, including methods based on second-person interpreting (except for Slovak). In the case of persons in custody, imprisonment or security detention, the Prison Service shall appoint an interpreter.

    4. A patient with a sensory or physical disability, who uses a special training dog, has the right, with regard to his / her current state of health, to be accompanied by the dog and to the presence of the dog with him / her in a healthcare facility, in the manner prescribed by the internal rules so that the rights of other patients are not violated, unless otherwise provided by other legislation; this does not apply if the persons are in custody, imprisonment or security detention. A dog with special training means a guide dog or service dog for the purposes of the first sentence.

    5. Healthcare services can only be provided to a patient with his / her free and informed consent. The patient may withdraw his/her consent to the provision of healthcare services. Withdrawal of consent is not effective if healthcare has already begun, the interruption of which may cause serious harm to the patient or endanger the life of the patient.

    6. The patient may, in the event of a health condition in which he or she will not be able to consent or disagree with the provision of healthcare services and the way they are provided, express this consent or disagreement in advance (hereinafter referred to as “previously expressed wishes”). The provider will take into account the patient’s previously expressed wish, if available, provided that at the time of the provision of the healthcare services a foreseeable situation has occurred and the patient is in a state of health where he / she is able to express a new consent or disagreement.

    7. The patient is obliged during the provision of healthcare services:

    a) to adhere to the proposed individual healing process, if he/she expresses consent with the provision of healthcare services,

    b) to comply with the internal rules of the medical facility,

    c) to pay the provider the cost of the provided healthcare services not covered or partially covered by public health insurance or other sources provided to him/her with his/her consent,

    d) to inform the health care practitioner truthfully about his/her state of health, including information on infectious diseases, healthcare provided by other providers as well as the use of medicinal products, including the use of addictive substances, and other matters essential for the provision of healthcare services,

    e) to not use alcohol or other addictive substances during a visit to PTC.

    f) upon an appeal to do so, to verify his / her identity through an identity card or passport and insurance card; if the patient refuses to prove his/her identity, PTC may refuse to provide healthcare service if it is not a patient who needs urgent care.

  • Patient requests

    How to request to view or obtain statements or copies of medical records?

    You can request to see or obtain statements or copies of medical documentation at the reception on the 5th floor. It is also possible to send the request electronically to the e-mail address: kvalita@ptc.cz.

    If you request an inspection of the medical records at the reception of the Proton Center, fill in the Request form and record for inspection of the medical records (the form will be handed to you at our reception).

    In the event that you require statements or copies of medical records, please complete and forward or send to us the Request for statements or copies of medical records.

    The forms are important to meet the statutory duty to record every access to the patient’s medical records.

    It is possible that the applicant will not be able to inspect the medical records right away due to the workload of the responsible employee. In that case, you will be offered a date for a personal meeting.

    The legal deadline for issuing statements or copies of medical records is 30 days from receipt of your request. Issuance of statements or copies of medical records may, depending on the scope, be charged according to the valid price list of PTC administrative services.

    Who is entitled to make the request:

    • The patient or the patient’s legal representative or guardian
    • Person designated by the patient
    • Close person or relative
    Patient or the patient’s legal representative or guardian

    To verify your identity, we will need:

    If you write the request in person at our centre – you just need to present your identity card (passport for a foreigner), and you will sign the request in the presence of a reception employee. If the request is submitted by a guardian, a copy of the court’s decision on the designation of the person in question as the patient’s guardian must be submitted.

    If you are sending a written request by post – an officially certified signature of the applicant (notary public, Czech Point) is required on the request form. If the request is submitted by a guardian, a certified copy of the court’s decision on the appointment of the patient’s guardian must also be attached.

    Person designated by the patient

    The patient will designate this person in the Record of consent to provide health information. This record contains information about the persons designated by the patient to whom information about the patient’s health condition can be provided in full or in limited scope, including consent to allow these persons to obtain statements or copies of medical records.

    To verify your identity, we will need:

    When the request is submitted in person – it is sufficient to present the identity card (or passport) of the person designated by the patient.

    If the requesting person sends the request in writing by post, an officially certified signature of the requesting person is necessary.

    The applicant is a close person* (If the patient is a person who, due to his/her health status, cannot designate the persons who can be informed about his/her health condition, or is deceased and did not prohibit giving information to these persons during his/her lifetime)

    The following will be required to verify the applicant’s identity and relationship to the patient:

    If a person writes the request in person at the reception desk – it is sufficient to present an identity card (or passport), a copy of a document proving the relationship of the applicant to the patient (e.g. birth certificate, marriage certificate, or an officially verified and signed affidavit stating the relationship of the applicant to the patient).

    If the applicant sends the request by postal office – he/she must attach a copy proving the applicant’s relationship to the patient, or an officially certified affidavit of the applicant’s relationship to the patient.

    * a relative in the direct line (parents, children, grandchildren, grandparents), sibling, spouse, partner, other persons in a family or similar relationship are considered to be persons close to each other, if the harm suffered by one of them is reasonably felt by the other as their own harm.
